(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 15 sets of Oxygen Analyzers of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.对投标人的资格和业绩要求：

Requirements for Qualification and reference of Bidder:

（1）资格要求

Requirements for Qulification of Bidder

授权代理商。如果投标人是代理商，则须提供制造商有效授权书。

上海龙凤419The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer.

（2）业绩要求：

Requirement for Bidder_EpSingleQuotes_s reference:

上海龙凤419投标货物的制造商应具有至少2项石化行业用于VOCs项目或含芳烃类罐区的氧分析仪的销售业绩，投标货物（氧分析仪）的型号与销售业绩的型号一致，合同签署日期为2011年1月1日至2020年12月31日，如果投标货物的型号为升级型号，请提供说明。

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同复印件（含相关技术附件）等证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署日期、氧分析仪的型号、石化行业的VOCs项目。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署日期、氧分析仪的型号（或升级型号并提供说明）、石化行业的VOCs项目或含芳烃类罐区，均视为无效业绩。

The manufacturer of the tender goods shall have at least two sales records of oxygen analyzers used in the petrochemical industry for VOCs treatment projects or for. The model of the tender goods (oxygen analyzer) shall be the same the model of the sales record. The contract shall be signed between January 1, 2011 and December 31, 2020. If the model of bidding goods is an upgrade model, please provide instructions.

Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of un-priced sales contract (including technical appendix). The evidentiary documents provided by Bidder shall as least demonstrate the contents as follows: Contract Signature Date, Model of oxygen analyzer and VOCs project or aromatics storage tanks of petrochemical industry.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Contract signing Date, Model of oxygen analyzer(or upgrade the model and provide instructions) and VOCs project or aromatics storage tanks of petrochemical industry, the relevant reference will be deemed unvalid.

（3）证书要求

Requirement for Bidder_EpSingleQuotes_s certificate

上海龙凤419防爆及防护等级：现场设备防爆等级为ExdIIBT4+H2或以上，要求每台分析仪单独防爆；防护等级IP65以上，出具ATEX或NEPSI证书。

上海龙凤419Explosion-proof and protection grade: on-site equipment explosion-proof grade is ExdIIBT4+H2 or above, and each analyzer is required to have separate explosion-proof; Protection class IP65 or above, ATEX or NEPSI certificate is required.

分析仪须取得SIL认证，要求有第三**式认证或测试报告, 具体按技术规格书要求。

上海龙凤419Oxygen Analyzer must be certified with SIL, and formal third party certification or test report is required.Details as per Technical Requisition.

3.有兴趣的投标人可通过以下方式获取招标文件：从2021年7月23日开始至2021年7月30日止，请登****公司采办业务管理与交易系统（）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

上海龙凤419The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (http://buy.****.cn) on the page of Invitation for bid for purchasing Bidding Document from July 13, 2021 to July 30, 2021. For the first time of login, a registration (free ofcharge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding Documents which isnon-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.

4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2021年8月13日上午9:30（**时间）前递交至**市东**东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P. R. China at or before 9:00 am (Beijing Time) on August 13, 2021. Any bid beyond the required time and date shall be subject for rejection.
